 MEMORANDUM

SUBMITTED TO THE GOVERNMENT OF SARKAR-E-AALI

The period of trials and tribulations the Deccan Dominion is passing through, need no emphasis. It is just not enough for the Government of Hyderabad to enter into compromises with the Government of India with regard to its external affairs but the foremost need of the hour is to maintain peace and harmony within the state.

Unless there is internal peace, the Government of Sarkar-e Aaali (His Highness) would not be in a position to negotiate with the Government of India in an atmosphere advantageous to it. And unless public peace and order is maintained, the Ryots would not support the Government. Therefore the Government?s first priority and duty should be to seek the support of the Ryots.

Under the present circumstances the Ryots are dissatisfied. In view of this critical situation, we believe that the Portfolio of Commissionerate of the Ministry of Home should be entrusted to a person who is not only a reliable officer of the Government but who also enjoys the trust of all sections of the Ryots.

In consideration of this principle, we believe that the appointment of Moulvi Mohammad Amir Ali Khan Sahib, H.C.S; Member Board of Revenue as the Sadarul Mahaam Kotwali (Home Minister) would improve the atmosphere of the country and the life and property of Ryots of your Venerable and Exalted Highness will be safeguarded.
